HDAS stands for the Housing Deposit Assistance Scheme (or Skim Bantuan Deposit Perumahan).
Launched by the Sarawak government, it is a game-changer for locals because it targets the hardest part of buying a home: the upfront cash. Instead of saving for years to hit that 10% down payment, the government gives it to you for free (up to RM 10,000).
Here are the strict 2026 eligibility criteria:
- Sarawakian Only: You must be a Sarawakian (holding a “K” on your IC).
- First-Time Buyer: You must not own any other residential property.
- Income Bracket: Aimed at B40 and M40 groups (typically household income below RM 10,000 – gross income).
- Property Type: The house must be an “Affordable Home” (e.g., Spektra Lite, Spektra Medium, or Sri Pertiwi) from a registered developer or built on your own land under certain government schemes (SPK/SPS).
The Total Cash Required calculation:-
Total Cash = Down Payment +Legal Fees + Stamp Duty – HDAS Grant.
Breakdown of Components
The figure in the calculator is an estimate based on these standard 2026 industry rates:
- Downpayment (10% of Price): Most banks finance up to 90% of the property value, requiring you to pay the remaining 10% upfront.
- Legal Fees (~1.25%): These are regulated by the Solicitors Remuneration Order. For properties under RM500,000, the professional fee is typically 1.25% for both the Sale and Purchase Agreement (SPA) and the Loan Agreement.
- Stamp Duty (~2% to 3%): This is a government tax on the transfer of ownership (MOT) and your loan documents.
- MOT Stamp Duty: Calculated on a tiered scale: 1% on the first RM100k and 2% on the next RM400k.
- Loan Stamp Duty: A flat 0.5% of your total loan amount.
- HDAS Grant (The Deduction): For eligible Sarawakians, the RM10,000 grant is subtracted directly from your cash requirement, effectively replacing a large portion of your downpayment.
**Total Cash Required (should be available in your bank) = (Price X 0.13) – HDAS Grant**
Where the 13% comes from:
- 10% Downpayment: The portion not covered by the bank loan.
- ~1.25% Legal Fees: For the Sale & Purchase Agreement (SPA).
- ~1.25% Loan Legal Fees: For the bank’s security documents.
- Disbursements: Small fees for land searches, stamping, and registration.
Example Calculation (RM 250,000 House):
- Initial Costs (13%): RM 32,500
- Subtract HDAS Grant: – RM 10,000
- Final Result: RM 22,500 (This is the “Total Cash Required”)
Note: If the user is a First-Time Buyer, the cash required is actually even lower than 13% because the Stamp Duty is waived, but we keep the estimate at 13% in the calculator to ensure the user has a “safety buffer” for unexpected legal disbursements.
2026 First-Time Buyer Exemption
It is important to note that the calculator assumes a lower “Total Cash Required” for first-time buyers because the Malaysian government has extended the Stamp Duty Exemption until December 31, 2027. For homes priced below RM500,000, your Stamp Duty for both the MOT and Loan is RM0, which can save you between RM5,000 and RM10,000 in upfront cash.
